Policies and Fees


- A library card is issued free upon proper registration to people living in, working in and/or going to school in Franklin County.  Children must be five years old to have their own card.  They must have a parent's, granparent's, or guardian's signature until they are fourteen years old.

-  Non-residents of the county not in the above categories will be required to leave a $10 deposit, which is refundable, when all books are returned.

-  The cost of replacement of a lost library card is $2.00.  Please notify us at once if your card is lost or stolen.  As with all credit cards, you will be held responsible for anything charged on it.

-  Books are loaned for two weeks and may be renewed twice unless they are special demand or unless they are a week overdue.  No more than three titles per subject may be charged to one patron at any given time.

-  Books may be renewed by phone if necessary by giving the librarian your name.  Call (931) 967-3706.

-  Books kept past due date will carry a fine of 10 cents for each day the book is overdue.  Rental books are 5 cents per day.  Books must be returned before closing on date due to avoid overdues. Persons having overdue books or owing unpaid fines will not be allowed to check books from the library until their record is clear.

-  All damage to books beyond reasonable wear shall be made good to the satisfaction of the librarian.  Charges for lost books are based on the cost of replacement.

-  Reference books and materials may be used only at the library.  Upon the advance request by a teacher or group instructor, books needed for group use may be placed on special reserve.

-  Return books at the end of the charge desk facing you as you enter the library.  If the library is closed, books may be returned through the book depository slot on the front porch near entry doors.  If fines and rentals are due and not in your book, they will be entered on your record to be paid.  All money left in drop should be clearly marked with borrowers name because it often becomes separated from the book and cannot be credited.

-  Wait to check out books until you are ready to leave the library.

-  Movies are limited to two per household for a checkout time of two days.  Late fees are $1.00 per day; rewinding fee is $1.00 per movie.  Movies may NOT be renewed by phone.

-  Music CDs are limited to two per household for a checkout time of two weeks.  CDs may NOT be renewed by phone.

-  Faxes are $1 for local numbers, unlimited pages, and $2 for first page and $0.50 each additional page for long distance .

-   Copies or computer printouts are $0.15 each side color or black and white.

Rules for Computer Use


-  Patron must have a Franklin County Library card in good standing.  First time users will receive Internet Access Guideline Information.  You will be asked to sign in each time you use the Internet access computer.

-  The Internet access computer is normally available, subject to periodic maintenance during library hours.

-  Those using the Internet access computers are restricted to 1 hour per day.

-  Children must be in or above 6th grade or accompanied by an adult, to use electronic equipment.

You may not use your own software programs, disks, or CDs on the Internet access computers.  This will help prevent computer viruses that are common of public computers.  If you wish to save files onto a floppy disk, you may obtain blank disks at the circulation desk for 50 cents each.

-  Use of printer is available for a 15 cent charge per page, but we ask you to minimize your printing to help us conserve paper and control costs.

-  Misuse of the computer or Internet access will result in loss of your computer privileges.
